I would like to fish the tidal part of a rivers mouth next Monday for a saltwater species of fish (andromedus). I have a saltwater license and punchcard. Question is, do I have to purchase a fresh water license? Have asked several fishermen and have received conflicting replies. The Reg's do not seem to be very clear on this issue.

You can be fishing in tidal water and still be in what is considered part of the river. Look at the regs to determine what is considered the mouth of the given river. If you are fishing upstream from that geographical point you need a freshwater license.
