I understand and agree with all of that. However, it does not stop a president from encouraging states, or the federal government, from enacting laws to benefit such programs. Congress just can't enact laws that control the states' issues.

Well, for those who didn't think that Clarke was out there just to sell books last week here is an interesting article from the Washington Times . It seems that maybe Clarkes writings would have been a better fit in the Enquirer.

I really love what I heard in an interview with him last week saying he voted for Gore. I think this guys main problem was that he didn't like to work for/with a woman of equal stature and his ego was hurt. So, he comes out burning bridges and trying to hurt the B-Admin anyway he could. His career is over and his last shot at any $$$ is the latest tell all book. Maybe with all of this there will be some new info come out but I really doubt it. When it comes to the hill they are all cut from the same cloth anyway.
