It would be interesting to know on a per capita basis just what the ratio is, in the black vs white, muggers, rapists, assualters and just generally anti-social behaviour convictions and sentencing. I don't want to leave out the Hispanics but I don't want to confuse the issue either. Some consider them White, some don't. So I'll save them for another time.

Since a large % of users are also sellers I wonder if not having to support them in confinement would be more cost effective. ie legal drugs.
