That's called parity in the NFL.
The NFL, and most major sports, are almost socialist in how they try to ensure a level playing field. the draft, instead of letting the rich stockpile, shared TV revenue rather than letting each team get its own deal. Why, it's anti-American they way they run it.
Aren't the Yankees hated because of all the money they have/spend? Shouldn't that be the model? And if you can't compete, fold.
And why should the taxpayers build all those stadiums and arenas? Shouldn't the gubmint let business succeed or fail all on its own?
Musta missed something here.
