So your solution is to hire more government workers Blackmouth? No, hiring more government workers would not be my answer. Were the employees terminated or moved to some other government positions? Perhaps they were moved to the Obama-phone program. Government has plenty of workers to access those records, it is a simple matter of the administration's priorities. Any attentive and honest person would admit that cutting government has not been high on President Obama's list of priorities, and that keeping it under his control has been very high on that list.

Problem is that Reagan cut secretarial workers and higher level employees were given responsibility to do their own filing, typing, etc. Recordkeeping is low priority. Now some records can be destroyed after a certain amount of time. Prevents having to warehouse records and is also searches. Wasn't it Fawn Hall or Oliver North that shredded records about Iran-Contra? Recordkeeping is complex and has only become more burdensome with more program requirements and electronic records. At least now you can save electronic records on smaller media but if you have something like a floppy disc there's nothing to read it anymore. Now everything can be scanned and burned to a CD but what will replace the CD? And now with baby boomers retiring records get passed on. Also have to make sure there are no Social security numbers. If anybody requests records they have to submit a FOIA request and certain information gets redacted/blacked out by attorneys.

State acts the same. Just ask Rivrguy how willing WDFW is to comply with requests. I suspect that a dentist trying to extract an infected canine from a non-sedated grizzly would have more success.
And for the same reasons outlined above. Cut staff, cut training, and make record retention a negative priority.
