The treaties only gave the Indians the same rights as every other citizen, yet now it has been stretched to some citizens being more equal than others. It won't be long when we'll have to all line up and suck our new nobles off. We didn't lose a war to them, we are just gullible, naive and full of pity for those poor Indians. If only we closed off our hearts to pity. There is a type of person more evil than the man with a heart closed to pity and that is the man who uses anther's pity for him as a weapon.

McKenna is a smart man and lawyer. Nearly everyone wants to fix or replace culverts that block fish migration, providing productive use of upstream habitat will be made. The state and tribes have no intention of increasing spawning escapement goals where culverts have been replaced and access to historical habitat is restored. The treaty tribes may be sovereign nations, but they are also federal dependents. They are also about 2% of the state's population. The tail should never wag the dog.
