What ever it takes to hook them in the mouth is my philosophy.
The MAJORITY of salmon and steelhead don't bite. I have reached a point where I now question the usage of eggs due to one simple yet logical question.
Do migrant fish really bite on bait?
If so, how come you don't find any scraps in their guts.
For me, flossing is an art; where as snagging is an illegal and a crude method which any fool can do.

Just go by the rule and you'll be OK.
