To answer your question . I consider the rules of sovereignty as elementary and forgone to the invasion of Afghanistan.
We cannot take our military into any surrounding state without permission. Musharef would face civil war if he allowed it. We declared war on Afghanistan so we of course did not need permission.

I find it interesting that you would condem the presidents actions and strategy in his quest for OBL with out basic understanding the issues faced in the region.
