Yes, I've caught steelhead with gummy worms...and coho, too.

Keith's right, I only catch very small hatchery steelhead, mostly sidedrifting from my Alumaweld sled with the 150 Yamaha pump on the Cowlitz...now that's some serious steelheadin', there...old school.
