AP, no problem with private scholarships to non-resident students. The over-riding issue is that it is specifically addressed to illegal residents, i.e., the people who have no right to be in the U.S. That is, they shouldn't be going to school, working at a job, or even visiting as tourists without valid passports or visas. Civilization is based on the concept of rule of law. We ought to have good laws that serve the purpose of civilization and then enforce them.

BTW, I'm not on the bandwagon to deport all illegal aliens, although conceptually and legally it's the right thing to do. But with 12 -24 million of them it's far and away impractical. So we need a mechanism that facilitates becoming a legally documented alien, for the purpose of school, work, or visitation.
