Great topic,you are correct on the fact that treaties as a matter of law cannot be overuled by courts states or federal governments. Whomever said treaties could not be 'amended' is not correct. Treaties are superseded all the time. there are numerous treaties between the US and other countries concerning varous topics. Yesterday I was reading a 'new' treaty between the US and Ireland. The problem is you need both sides to be willing to supersede the original.
For this to happen, ie for the Native Americans to give up their right to net during certain times of the year, the government of our great state will need to give something up/back to them. In any event the biggest obstacle to such a task is the animosity between the parties at this point. Nevertheless, it seems to me that one would not have to offer up all that much to get the nets out of the river say from Feb 1 through April or whatever time frame is necessary to save the native steelhead. How much is anyone really benefiting from putting nets in at this point anyway? If the fish are being sold for bait ( i am getting sick) there seems to be some economics in favor of superseding/amending the treaty in regards to this topic.

We just need to hope that a new generation of leaders (on both sides) will see the light and fix this situation.
