Actually, why what you said is wrong, is that the FBI doesn't come to conclusions at all, they gather evidence and give it to the Senate Judiciary Committee, and they are the ones who come to conclusions.

The problem as I see it, and it is selected here as much as it is in the national media, is that one side cares only about advancing their agenda. In this case, they will (their hope) get a conservative Supreme Court locked up for quite a while.
