the purpose is to target wasteful spending and provider payments, and lowering prescription drug costs...

guess all the people with Diabetes that need insulin dont mind spending that obnoxious amount of money to get it...
i know my friend James who has MS wont mind dropping the 30k a month or what the fvck ever it is to lower his medication costs....
