The Deinstitutionalization happened in the 1970's. There were 3 Supreme Court Cases in the 1970's ending involuntary commitment. Regan was in office January 20, 1981 – January 20, 1989 if you recall. Due to these cases the hospitals were mostly empty so Regan only closed empty hospitals. He did not have a time machine.
