I dont think the question is how are they giong to do it its already done. Now it will be our job to stay out of the 500 yard zone. This is going to suck!!!

If I was in a boat I would stay 500 yards away from the ferry...

There is a better story on this in the Seattle Times that describes much better than the original AP report. If within 500 yards, it is required that you be traveling at minimum speed. Permission is required to travel within 100 yards.

This brings it back to just being a Point Defiance issue as I believe these rules can be observed without much difficulty everywhere else.
