I have never understood the rule non boyount lure restriction? Can you still use spoons and spinners?

Read the definition of a non-bouyant lure restriction. It only means that non-bouyant lures (lures that don't float) must have a single barbless hook.

Heard a good one this weekend. Some guy tried to say you could not use a float and jig on the upper Sky due to the Non Buoyant Lure Restriction ;\)

Barbs are fine. Barbless hooks are required under "Selective Gear" restrictions.

NON-BUOYANT LURE RESTRICTIONS

When a non-buoyant lure restriction is in
effect, anglers fishing with a non-buoyant lure
(one that sinks in freshwater) may only use a
lure that is equipped with one single hook
measuring ¾ " or less from point to shank.
When using a buoyant lure (one that floats in
freshwater) in an area with a non-buoyant lure
restriction, hooks must be attached to, or
below, but within 3” of the floating lure. (No
hook may be tied above the lure.) Weights
may not be attached below or less than 12”
above a buoyant lure. The single hook
restriction does not apply to a buoyant lure.

Maybe he was thinking the float was considered a lure, although I would have to disagree with that interpretation.

So, if the lure floats you can use whatever hook you like. For instance, most Wiggle Warts come with two treble hooks. Since the lure floats you don't have to change the hooks out for single hooks.

The single hook
restriction does not apply to a buoyant lure

What Baitcaster is saying or would like to say is, if the regs say non-boyount restriction and have a selective gear restriction on top of that what would be the set-up for a spinner. In the regs it says something about a 3/4 of an inch distance on the hook, does this mean just a small hook, or could you use a 2/0 single siwash on a #4 spinner. An example would be if you were fishing the Skok.

When it says " ... hooks must be attached to, or below, but within 3" of the floating lure ..."

Is your float the "floating lure"? and if yes then the hook must be within 3" of the float? It doesn't make sense! This particular rule has always confused me

You need a fat lawyer to interpret this \:D
