We are writing to inform you of pending legislation that will restrict purchases of handgun ammunition in California and will terminate our ability to service your needs for certain products.

On Friday, Sept. 11, the California Assembly passed Assembly Bill 962, by a 44-31 vote.

Among other regulations, AB 962 would:


• Ban all mail-order and Internet sales of handgun ammunition.
• Prohibit the retail sale, the offer for sale or the display of handgun ammunition in a
manner that allows ammunition to be accessible to a purchaser without assistance of a
vendor or employee.
• Require that the delivery or transfer of ownership of handgun ammunition occur in a
face-to-face transaction, with the deliverer or transferor being provided bona fide
evidence of identity of the purchaser or other transferee.


That evidence of identity, which must be legibly recorded at the time of delivery, includes:


• The right thumbprint of the purchaser or transferee.
• The date of the sale or other transaction.
• The purchaser's or transferee's driver's license or other identification number and the
state in which it was issued.
• The brand, type and amount of ammunition sold or otherwise transferred.
• The purchaser's or transferee's signature.
• The name of the salesperson who processed the sale or other transaction.
• The purchaser's or transferee's full residential address and telephone number.
• The purchaser's or transferee's date of birth.


The bill is on the desk of Gov. Arnold Schwarzenegger, where it awaits his consideration. He will have until Oct. 11 to sign or veto the bill. If he does not veto the bill, it will become law.

Cali is one BIG fcked up state. I would never be caught dead living in that Republic...I don't even like visting their much any more. Wa has very good gun rights... including Castle Doctrine. I think I heard it's ranked around 10th in the Union. Vermont and Alaska the best.

They dont need to take guns away when they can just turn owning guns into a burden.

A lot of that proposed law is pretty unfortunate...it's too bad we gun owners didn't reign in the gun nuts a long time ago, as laws like these are aimed at them, and there's an awful lot of them out there now...and the other 80% of us get lumped in.

Is it aimed at the gun nuts?.....or is it the usual simple mindedness of lawmakers who believe that criminals care about such laws and fear "gettin in trouble" and put forth by those with an underlying agenda?

unregistered and / or stolen firearms AKA "a piece". Firearms most commonly used for urban wars and killing humans due to their being untraceable.

Bottom line is that officials need to enforce the laws that are already in place instead of blaming the crime on guns or ammo, thereby affecting law abiding citizens.

Those that are this gung-ho on gun laws (for the most part) are not gun owners, hunters, shooters, etc. so they just make sweeping motions to eliminate what they find to be of no use.

To them, "why should anyone have any guns or ammo". I could say the same about soy milk and yoga but, I digress.

It isn't easy talking to those that would prefer to child proof the world rather than avoid the sharp stuff and take some personal responsibility.

I'm surprised the bill made it to Awnold's desk without some forewarning from the people that keep their eyes on the state houses. Wasn't there any news about this bill when it was being drafted?
Seems like the NRA or some other group would have spread the word about the pending bill to try and prevent it from getting this far.

paranoid - no. we already lead the way in restrictions via legislation. Photo ID, waiting period, limited capacity magazine, etc., we got it all - quietly legislate away capacity (rounds and caliber), ammunition, then limit those again later on and we'll be able to own cap pistols. hmmm, maybe only rubber band guns. frown

I've got to agree that this legislation fits to a tee Sal's previous descriptions of CA's incremental increases in the burden of gun ownership, or at least handgun shooting if you have to go through a hassle to get ammo.

It seems like it's aimed at reducing the use of handguns for violence. Of course it will have a negligible effect on that at most, like most gun laws.

If I'm not mistaken, the primary firearm problem needing to be addressed is gun violence among gangbangers and drug dealers. The simple, but socially unacceptable solutions would be: 1) legalize all drugs that are part of the drug violence problem; and 2) pass a law that any certified member of a gang can be shoot on sight by any citizen as an act of social improvement. Drug violence disappears, and gang members disappear or become extremely hard to find any more. I get some of my ideas for fixing society from Dogfish.

I am not sure if gang bangers go back to pick up spent brass or not.

Please contact Gov. Schwarzenegger at 916-445-2841, via fax at 916-558-3160 or via e-mail at http://gov.ca.gov/interact and urge him to veto AB 962, SB 41 and SB 585.

NSSF engaged in a prolonged battle in the California Legislature, but unfortunately on the final day of session, three anti-gun bills narrowly passed. The bills include: ammunition registration (AB 962), added retailer paperwork (SB 41) and prohibitions on firearm and ammunition sales at the Cow Palace exhibition center (SB 585).

NSSF and the California Association of Firearms Retailers (CAFR) urge all gun owners in the state to contact the governor's office and respectfully urge him to veto these anti-gun bills.

Once again, the business environment in California will become more difficult for retailers during a time when the state is in desperate need of revenue.

More information on the bills:

AB 962 -- Would require that firearms dealers and other vendors of ammunition keep a registry of all buyers of handgun ammunition. The bill would also ban all mail order and Internet sales of handgun ammunition and reloading components.

SB 41-- Would further burden firearms retailers by requiring additional paperwork and documentation on the date of delivery of all firearms to a buyer. This bill equally affects consumers of firearms as the increased dealer costs would be passed along to the purchaser.

The bill also requires dealers to sign and to obtain the signature of the buyer or other transferee of a handgun on the Department of Justice Dealers Record of Sale (DROS) form indicating that the handgun has been delivered and the date upon which the delivery was made. It would further require dealers to date and sign a form stating that the buyer of a rifle or shotgun had taken possession of the gun.

SB 585 -- Would prohibit the lawful sale of firearms and ammunition at the Cow Palace exhibition facility near San Francisco, located in Agricultural District 1-A, and would make a violation of that prohibition a crime. Its purpose is to ban gun shows at the Cow Palace and to set a precedent for the banning of all gun shows at other state-owned facilities where many sportsmen buy firearms and ammunition.

In California all firearms bought and sold at gun shows must be transferred through a federally licensed firearms retailer who is required under federal and state law to run a background check on the prospective buyer.

IT IS CRITICAL THAT EVERYONE CONTACTS THE GOVERNOR'S OFFICE IMMEDIATELY.

this is the only one i can agree with because of the financial implications - California is sue happy and this will prevent the state/local gov from being sued somewhere down the line, costing us taxpayers untold sums of money. it's a lose, lose frown

By any logical implication ammo would be included under the 2nd Amendment. Ammo is what differentiates a firearm from a club. Clubs are not specifically protected under the 2nd Amendment. See how innane it gets if one goes after ammo?
