Is this grammar/spelling representative of what our public school system is putting out these days?

When people were bashing the Skoke for having a load of "non-English speaking" snaggers/rulebreakers, at first I thought they meant foreigners/immigrants from outside the USA. Now I see that the "non-English" snaggers/rulebreakers are also inclusive of white local homegrown all-American rednecks.
