I don't believe people are getting dumber. I believe that since there are more people, there are more dumb people.
It's not just this. The ratio of dumb fuks to normal people has increased. Back in the day, they didn't have section 8 rent, food stamps and welfare checks. Instead of the poor just dying and decreasing the surplus population as Dickens so succinctly put it, they live and are so well fed they get fat enough to breed. Women with low body fat will not ovulate. So people who were so stupid they couldn't even take care of themselves could not breed in nature or primitive societies. Now these people are well fed and are reproducing in numbers greater than nature would allow. We are breeding stupider and stupider people. Every civilization has done this, Egypt, it fell, Rome, it fell, Soviet Union, it fell and now us and we are now losing our country.
Once the ratio of dumb fuks gets over 50%, the government will be completely controlled by illiterate useless eaters who will increase stupid policies, increase the welfare handouts and our downfall will be quick.

It's a simple concept. If you have a pathetic stray cat on the porch, feel sorry for it and begin feeding it then you will end up with a lot more pathetic cats. We are feeding pathetic excuses for people and getting more pathetic excuses for people in return. We reap what we sow. We should end welfare in all it's forms and give the smartest among us an all access pass to a buffet of both food and young nubile virgins.
