Last part of the license....about showing drivers License, and other license and punch card, etc to any Fish and Wildlife employee....
Does "employee include the fish checkers at boat launches"???????

Driver's license, for those who have one, is a picture identification to verify name and picture match. Sometimes, folks have been known to transfer their license to someone who thought they didn't need a license......see the last sentence
RCW 77.15.080
Fish and wildlife officers and ex officio fish and wildlife officers—Inspection authority.
Based upon articulable facts that a person is engaged in fishing, harvesting, or hunting activities, fish and wildlife officers and ex officio fish and wildlife officers have the authority to temporarily stop the person and check for valid licenses, tags, permits, stamps, or catch record cards, and to inspect all fish, shellfish, seaweed, and wildlife in possession as well as the equipment being used to ensure compliance with the requirements of this title. Fish and wildlife officers and ex officio fish and wildlife officers also may request that the person write his or her signature for comparison with the signature on his or her fishing, harvesting, or hunting license. Failure to comply with the request is prima facie evidence that the person is not the person named on the license. Fish and wildlife officers and ex officio fish and wildlife officers may require the person, if age sixteen or older, to exhibit a driver's license or other photo identification.

What is an ex officio fish and wildlife officer then? Any employee??
Like on Opening Day, secretaries and such used to, and may still, do creel check at launches.

Here it is. Wouldn't include non-commissioned WDFW staff. Fish checkers are not commissioned officers, but are there to gather biological data.
RCW 77.08.010 (19)
(19) "Ex officio fish and wildlife officer" means: (a) A commissioned officer of a municipal, county, or state agency having as its primary function the enforcement of criminal laws in general, while the officer is acting in the respective jurisdiction of that agency; (b) An officer or special agent commissioned by one of the following: The national marine fisheries service; the Washington state parks and recreation commission; the United States fish and wildlife service; the Washington state department of natural resources; the United States forest service; or the United States parks service, if the agent or officer is in the respective jurisdiction of the primary commissioning agency and is acting under a mutual law enforcement assistance agreement between the department and the primary commissioning agency; (c) A commissioned fish and wildlife peace officer from another state who meets the training standards set by the Washington state criminal justice training commission pursuant to RCW 10.93.090, 43.101.080, and 43.101.200, and who is acting under a mutual law enforcement assistance agreement between the department and the primary commissioning agency; or (d) A Washington state tribal police officer who successfully completes the requirements set forth under RCW 43.101.157, is employed by a tribal nation that has complied with RCW 10.92.020(2) (a) and (b), and is acting under a mutual law enforcement assistance agreement between the department and the tribal government.

You got off cheap. Add in 4 big game tags, special permits, and small game permits and stamps.

Would a person in a boat with fish caught, ever tell a Fish Checker, they caught no fish ????? Yep, been right there when they answered "no fish caught, never saw anyone catch one".......
How many people do this???? I don't know but if there is a correlation to the amount of people that don't turn in their punch cards, then it could be a large ratio......some years about 55% don't turn their cards in.
Page 12 under "You are required to:" last paragraph says "Return your Catch Record Card when you are done fishing or by the date printed on your card even if nothing was caught."
Why doesn't WDFW "higher ups", change this to a fine like with the crab license?????? Would be easy to do, with computer system, no card returned, add fine to license price.....then would have to pay to get new license.
I know they use punch card returns, just like "fish checker" information is used in fishery decisions.

When ya don't buy one it's cheaper yet I am seriously debating that at this point ... Agree. Keeping an eye on things right now. My family and I may forego the WA licenses this year depending on the seasons or lack thereof. fb

I buy one every year. If I don't fish I just become a grumpy POS. I've lost some fishing opportunities but found some new ones I enjoy just as much if not more. If coho season is closed, I've got a few bucket list species I plan to attempt to check off this summer. As a lifelong state resident, I can certainly understand why folks may not renew their licenses, especially if they are a dedicated salmon or steelhead angler. SF
