They cant, the dollar is shot, they have printed so much the dependence has created a massive shortage. Its totally screwed up, the dollar is based on debt, the more debt the more demand and the shortage gets bigger, its like its a black hole that is growing demanding more dollars. The more its devalued the higher the demand, I think its called "inflation". I think what we are in now is "hyper inflation", that is why the stock market continues to go up, due to inflation directly related to new dollars going in.
