I'm currently using a GL2 1086C for salmon trolling in Puget Sound(not planned just ran into a good deal) and it works pretty good.
My partner wants to get the same rod but I can't help thinking there's got to be a comprable rod that doesn't cost so much.

Normal fishing for me is trolling off a downrigger using a "hotspot & hoochie".

Anybody got any suggestions?

ONO,
I use a Shimano TDR seris downrigger rod with a Penn 209 for downrigger fishing. The rods run about $40 and with the sportsmans shows coming up you may even find one cheaper there. I have 1 medium and 1 medium heavy, like the medium rod better. If you click on the search button in the upper right hand corner, we discussed this about 3 or 4 months ago or so. Hope this helps ya out.
Good luck and tight lines, Jeff

The TDR Shimano is an awesome buy($40.00).There is another rod worth checking out that is also made specifically for downriggers. That is the Fenwick DR90C.Nine foot in length,15 to 30# line rating. This is an all glass rod with aluminum oxide guides.Great for enduring the pressures of sitting in a downrigger all day.Not a bad price at around $100.00.Lamiglas has also re-introduced there Honeycomb downrigger rod that is also around $100.00.Definitely worth ckecking out also.
