Outliketrout, no you couldn't keep twice as many fish if you had two licenses. In freshwater areas, you could fish two poles simply to catch your limit of say 5 trout in a lake faster. What sucks though is you would literally have to buy two freshwater licenses at $21.90 apiece (resident) to fish two poles.
