I have a friend who would like to start fishing with me and he wants to start the next time I go (Thursday). He has no fishing license yet so I told him to be patient and wait to go till April 1st (the same day I will get my new one) so he does not have to spend money on a license that’s only good for a few days, we argued and his thoughts are that if he goes and buys a license it will be the one that is for 2003-2004 and that it would be valid right now. Is this true?

No. But he could buy a short term license. I forget what the options are, but I think he can buy a three day or a seven day license.

I recently purchased my license online and I was issued a temp license that was good from the day I puchased it till 3/31/04.

No sense in waiting until April 1st to buy your new license unless you like waiting in line! That license will not be valid until April 1st though.

If I remember correctly those two day licenses are like $10. A real bargain in my opinion. If your friend wants to go on Thursday, isn't the trip worth $10?
