Jerry, It says that "You were sent this document because you have participated in the sportfishing rule process in some way either this year, or in the past; perhaps by requesting to be on the mailing list, sending in a proposal, attending a meeting, or submitting testimony." P.S. The attachment contained in this e-mail may be considered somewhat large. If you have trouble with downloading, it is also available on our website at: http://wdfw.wa.gov/fish/regs/2004prop.htm . Have you managed to read it all yet?

I was able to open it with Acrobat 5.0??
It is a pretty large file and may take a while to open with a slow internet connection.

I've got 6.0...it just gave me some sort of error after waiting a minute or so for it to download...maybe my computer needs a foil hat, too?

Just opened the emailed copy. No problem with acrobat reader 5.0.
Haven't tried the linked copy. 1.82 MB is a little much for a dial-up. Probably about 15-20 minutes.
166 pages is a lot of reading. I'll skim it over and save the heavy reading for later.

The document that I read from WDFW's site said this:
1. no trebles in saltwater WAS NOT taken 2. change in Ling cod season WAS NOT taken 3. fixed crab seasons WAS taken, with a slight adjustment to open all areas first week in June.

I have scanned this doc (thanks Evelyn Woods speedreading!). Pretty interesting read. One of the things that I found most interesting was that the Moratorium voted on was not the best kept secret going. There were several pieces of testimony (written, I'm sure) that urged the Commission to not invoke WSR. As well, there were many documents - more than the antis - that supported WSR. This document appears to be a reasonable defense against no public input in making this decision. There certainly appeared to be lots of input, both pro and con.
