Chum in Rock Creek in Key Peninsula?

Witnessed some guys fishing for chum in a creek that also went underneath the main road and the road that went off the main road said Rock Crk Rd? There were chum there but soo muddy!

Yep... that would be Rocky Creek. It does hold some Chum, but the run is very small. Plus both sides of the creek is private property so I wouldn't recommend fishing there unless you have permission.

I don't see "Rock Creek" being listed as open for salmon fishing in the regs book (unless maybe an updated errata sheet has opened the creek).
So, anyone fishing for salmon within that creek, whether keeping them or CNR, are risking a ticket...
They may be OK if fishing in the salt, where the creek enters the marine waters (assuming that the particular Marine Area is open for salmon fishing).

All creeks are closed this time of year, once a returning salmon or steelhead make it their home creek, they are "safe". Lol, for the most part.

I am not crystal clear on the rules, but at high tide, would it still be considered a creek? High water mark or tide level?

Well, if we went by high water mark in streams from tides then the Snohomish river, a river by my place that is affected by tides, would be above Snhohomish.
Or do you mean high water mark on the beach ? That would make sense but that changes with each nd every tide, never the same
