“The Oregon Department of Fish and Wildlife is seeking written public comments on seven draft Hatchery Genetic Management Plans (HGMPs) for the Lower Columbia Basin and the Estuary. The comment period is open from November 8, 2004 to December 15, 2004.”

“HGMPs are required by NOAA Fisheries, which provide review of propagation program's current operational components for each fish species reared at hatchery facilities and released in the basins. Following public and ODFW reviews, the HGMPs will be submitted to NOAA Fisheries for final review.”

It is important to remember that these HGMPs will serve as the Hatchery Program Management Plans or HPMPs under ODFW’s Hatchery Management Policy. HPMPs set the goals for all hatchery propagation programs in which these programs we be judged to be successful or not. We need to decide now what a successful hatchery program is or is not. Currently hatchery programs are deemed to meet their goals if they release a predetermined number of smolts and are not judged by the number of surviving adults, contribution to sport fisheries, or the monetary cost to produce each adult.
