Some good backing for your subject of netting northwest waters is on the web site of guide ruben estivillo of the quinault indian river guides please look at his web site and you will see what I mean.
I talked with Gary at Cabela's about 9 months ago when he was there talking about CCA and I don't think it will be as hard to get the state to outlaw netting as it will be with the Indian Nations in washington state.
