3 is not true.

Say yesterday we owed China $100.
And yesterday $100 = 100 yen.
Today we printed more money.
We still owe China yesterday's $100.
But today $100 is worth 80 yen.
China receives less than they would have yesterday.

There is another word for that,.......it's called fraud.
