Is there anouther river besides the Deschutes river in Oregon, that you can catch a steelhead on the surface with a fly?

Yup, the Grande Ronde (WA or OR) particularly in Sept-Nov. I have seen it doen on the lower portions of the river (near the confluence with the Snake) and several guides mention it as an option when fishing up in the OR portion. Hope that helps ya some.

I have seen steelies taken on the upper SKY in august-september on a muddler type fly.

Once you are east of the cascades, where most all steelhead ( regardless of time of year ) are summer run fish, they will take flies fairly regularly. I know people who take them on flies all winter long from central Or. to eastern Wa. and Or.
