Cut Plug Herring, mooched, motor mooched, or trolled on down riggers. Can't lose with that. If you get into dog fish real bad either move or go to plugs. Lot's of other methods work good too, flasher/squid, flasher/sardine or anchove, etc. Depth and where you fish are more important than what you use. First light kings are usually on top. Also, kings are a very lazy fish. They like a slow presentation that is easy to catch.

I like hoochies and flashers on a downigger.About 10 ft off the bottom for kings. I like the superflasher(was made by Martin now by Goldenbait or Silver Horde?). For kings I like the blue with silver mylar insert. 28" to 32" leader(40lbs for action and shock resistance) and a hoochie. The hoochie color varys but a few good ones are Dark green, green, dayglow green (favorite), blue and silver, white, glow in the dark and skunk(white with black back). You can add a mylar "twinkle" skirt. ALWAYS add a herring fillet to lead hook.
When you troll you want the flasher to barely turn over. Put the gear about 30 ft behind cannonball.
