you cant grow Opium Poppys because they are illegal, and Opium is a controlled substance and Narcotic... but they will sure as hell let a company process it down and make it more powerful, then sell it to you for a high price....
you cant grow weed legally, but the US Government will patent it, then make stuff out of it, and sell it to you at a high price...
that makes sense, i never thought about how logical it was until now....
