I'm looking at starting up a home business (in of course the fishing business). I'm not looking to make money, just want the write offs accustomed with it. (My buddy does golf right now and writes off a ton of stuff I can't believe). I was wondering what all you need to start a home based business. How much for business license, any other licenses, having to check for registered names, etc. I may start a webpage, but I don't really care about making money, just care about writing off some of supplies I currently buy and any loopsholes I need to watch for.

There are lots of writeoffs in a small business, but if the business doesn't have profit motive the writeoffs maybe disallowed. (according to my cpa) So your business is not a "Hobby". A guides license will allow you to write off lots of fishing expenses. In my case my internet site allows me to write off fishing supplies if used in conjunction with the site, as well as writing off most of my computer stuff.
Business license is around 20 bucks and they will check on the name for you when you sign up.

Pretty simple to generate writeoffs, but you must follow the rules.
