Ryan try throwing shrimp, either sandshrimp or even better ($$$), tiger prawn meat. Chums will pick up a well-presented egg cluster, but I find that they bite shrimp baits even better. I don't even bother bringing eggs to the river for a chum trip. Save them for winter-runs.
Also if you can see them, they can probably see you too. Thus, you'll need to scale down your offering. In clear to steelhead-green water conditions I've been successful using an 8lb leader, #1 gammy, and a pea-sized corky. Since you're "looking for a fight," you'll find one using these relatively light leaders.
Lastly, In my experience the chums rolling and playing right next to the bank in 10 inches of water are the black spawners. The "meat" of chum holding water lies just outside these spawners, from about 2 ft deep on out. Try targeting this section, which contains most of the biters (moving fish). You'll also get a better presentation in this deeper water because the increase in flow. If you insist upon targeting the boots frolicking at your feet, then just let your gear tail out and let it set for twenty seconds. Every once in a while you'll get lucky and you won't line any since your leader is directly downstream.
