You are absoulutely on target with the public participation at commission meetings. The WSC and some fly fishing groups stacked the deck real well at the Port Townsend meeting which I attended. They learned something perhaps from the commercial fishermen who for years have stacked the deck in their favor just by showing up at the table every time a forum was afforded to them. Those vocal opponents of the WSR rule could have formed car pools and planned their presentations against the proposal just as those for it did. This is definitely a process where the squeaky wheel gets the grease
